On OWA, try to forward the same email to yourself and another user and check if you can open the attachment on the Outlook client. If the attachment works then check if your internet connection is good when attachments are downloaded. If allowed by your organization you can turn-off “Auto Proxy Discovery” or “Automatic Proxy Configuration” on (System Preferences > Network > Advanced > Proxies).
